updatectl is currently gated behind the pkg.systemd.upstream build profile. It would be super cool if the command, sysupdated and it's service configuration were available in stock Debian since rebuilding systemd with every release to keep up is a bit cumbersome. I havent found any open issues/discussions why this shouldn't be in Debian, sorry if I missed those.
