I created an account on salsa and would try to do the upgrade in a fork of salsa.debian.org/md/libretls. I just started this bugreport cause of hint from another debian maintainer.
If not, the options are:- we leave everything as it is (you have not explained why you need a newer version of libtls)
- somebody steps up to maintain libtls upstream- somebody finds a way to keep packaging libtls out of the "main" libretls package
