A workaround might be to install the xen-hypervisor package first, without installing xen-utils, booting into xen, and only after the reboot from then xen-kernel try to install the xen-utils package. I'll try that and report here on success. It will still by a strange workaround, and a strange "after reboot dependency" of xen-utils against the xen-hypervisor package.
