A viable alternative is separating the documentation into an Arch:all libepr-api-doc package. The latter approach has the additional benefit of only performing the documentation build on amd64 and also reduces the amount of files installed by buildds.
Dropping Multi-Arch: same from the -dev package is the least we should, and in my opinion we should also just drop the documentation instead of going through the hassle of moving that to a separate -doc package.
