Nice find! We do set LC_ALL for the tests but not LANGUAGE.
Not sure whether it is worth fixing this in any way or just closing the bug.
Setting LANGUAGE as well sounds like a good idea to me in order to prevent this trap in the future and save someone time in debugging.
