As noted, forced renaming is not an option. It would break existing scripts, user expectations, etc. File conflict means setting package conflicts. As Helmut pointed out, usage of git-changelog doesn't fully overlap. If you want to rename git-changelog, do it in your package; it is much younger, users don't have the habit to use that functionality it provides with the current name.
