As discussed in the debian-r mailing list [1], this information needs to be conveyed in the binary package relationships. r-cran-rlang now has Depends: r-base-core (>= 4.6.0), r-base-core still needs to have Breaks: r-cran-rlang (<< 1.2.0-1~).
