Well that's the reason I often don't bother with shared libraries for scientific software - it is too difficult to make upstream care enough and/or educate them to get this right, and I don't feel like it is Debian's job to maintain library versioning when upstream is not on board at all. If siminit proves to be popular enough that it grows a moderate list of reverse dependencies I might reconsider, but right now the main reason I packaged is it the fact it is a requirement for newer versions of psi4.
