This is the current practice of Debian and is generally understood by almost 
everyone involved in Debian packaging.  I would applaud any efforts to improve 
the documentation to make this easier to understand for outsiders or those new 
to Debian packaging.  Feel free to reuse or publish what I have written here 
anywhere you think is helpful.
