Dear Maintainer,

I'm wondering, why there is no central manual page for ftpusers(5). The
localized package have that manual page, hence I would suggest that
"manpages" takes it again.

Yes, I've seen the changelog entry:

manpages (1.34-2) unstable; urgency=low

  * ftpusers(5): Removed from this package, it's being included with
    the FTP servers (closes:Bug#80495,Bug#80507,Bug#80536).

However currently only proftpd-core & ftpd-ssl provide that manual page, 
although
I would guess the other FTP server packages need it too:
