bind9 is a key package and that is fine. https://release.debian.org/key-packages.html byt this vertue it is also making all this runtime and build-time dependency key_packages too. While being pleasant, I do not believe that the Read Teeh Docs Sphixn theme is a crucial package to get a system up & running to build other packages. Please annotate d/control as such: Build-Depends-Indep: fonts-freefont-otf <!nodoc>, latexmk <!nodoc>, python3-sphinx <!nodoc>, python3-sphinx-rtd-theme <!nodoc>, texlive-fonts-extra <!nodoc>, texlive-latex-recommended <!nodoc>, texlive-xetex <!nodoc>, This will let python3-sphinx-rtd-theme & python3-sphinx loose their key_package status once all other _key_ packages are fixed the same way. This will generate an almost empty "bind9-doc", this is normal. The Makefiles most likely need to be patched or called with the right arguments to stop trying generating this documentation.
