No, because the autoremoval script isn't aware that the autoremoval of sphinx-gallery at the time didn't happen. And because bug 1141040 according to the bts only affects unstable, autoremoval doesn't kick in.
I.e., I do not think this is a bug in sphinx-gallery.
This bug is about spinx-gallery not being build-able (in testing), which is still true.
