Thanks for pointing this out.
This is an intentional replacement. The old source package ukui-menus
has been superseded by ukui-menu.
I think src:ukui-menus should be removed from unstable, since it has
been superseded by src:ukui-menu. I will file an RM bug against
ftp.debian.org for that.

The problem is that libukui-menu-dev moved from src:ukui-menus to
src:ukui-menu, and it is not clear to me whether this was even an
intentional move or two different libraries with the same name
(at first sight these look like different libraries to me).
