Unfortunately, I don't have the capacity to open and drive an upstream
issue or manage the cross repo discussions.

However, the main concern now, if ibus-libbopomofo happens to be
installed on a system, it still automatically enables itself by
default for zh_TW users due to the current XML metadata. This brings
back the same problem we just resolved with the package split.

Since the root cause from a design limitation that might not be 100%
resolvable by upstream, could we implement a downstream patch in
Debian to drop the zh_TW locale mapping from the XML component file
for now?

This would immediately protect zh_TW users who have the package
installed from experiencing a broken default behavior, while still
leaving the engine fully functional on any locales for anyone who
wants to manually enable it. If you prefer, we can track this as
another Debian bug for the time being.
