ciborium's systemd user service requires lomiri-push-service. lomiri-push-service isn't built on s390x. I have now added Build-Depends: lomiri-push-service to ciborium so it won't be built as long as this dependency isn't satisfiable. I don't think anyone is working on the lomiri-push-service s390x build soon (see https://bugs.debian.org/1141234 ). Therefore, please remove ciborium on s390x to allow the new version of ciborium to migrate to Testing. Thank you, Jeremy Bícha
