Yes, license-list-XML is already "packaged" in experimental. I put that in scare crows because it is only available in its source form, because upstream rendering of its various more commonly consumed formats is done using java tooling that is not in Debian. I envision being able to write some perl code that does equivalent transformations, but haven't found time to do so yet. Anyone eager to help can at its simplest file a bugreport against that package describing concretely which format data they need.
