Thank you for reporting this bug. I believe it is a good thing for
"sudo apt install lomiri" to install the Lomiri shell without
installing the Lomiri core apps.

Here's my plan:
1. Update task-lomiri-desktop (from tasksel) to install lomiri-desktop
instead of just lomiri-desktop-session
2. I can't upload tasksel myself so I'll do your suggestion now: Have
lomiri-desktop-session Recommend lomiri-desktop
3. After tasksel is upload, I'll revert #2
