Dch will not allow me to create 1.11.1-3 because there is already a
newer version in experimental. It says that -b is possible, but it will
not tell you what it would actually do (only "e.g. when backporting")
and this issue is not properly documented from what I can tell. Or at
least search engines don't find it.

You should do it on top of 1.11.1-2, not on top of 1.12.0~rc1-1. If you're using git, you can make a branch at that point, otherwise you can just unpack 1.11.1-2 and work on top of it.
