This is not a one system problem, neither a timekeeping problem. This occurs on
at
least 24 Forky installations, all on multi- multiboot PCs (more than two
Gnu/Linux
installations each, with none Windows), just like it had been on at least an
equal
number of Fedora installations until there disappeared, and a much greater
number
of Tumbleweed installations (>50) until there disappeared. It also has been
happening on multiple Resolute installations here, probably all. Mageia 10 was
doing it, but today's update there stopped it.
There is no timekeeping problem here. Dates and times are all as expected on all
the filesystems involved, all EXT4. In the original report:

was a copy & paste flub. It didn't belong.
Something most have in common, if not all, is using dracut instead of
initramfs-tools, not mentioned in original report, likely due to the distraction
of trying to follow the leading of reportbug (last used several years ago)
instead
of Bugzilla or other web-based, dedicated bug tracking systems being employed
on a
system other than the one the bug is reported against.
Another thing all have in common is hardware clocks on local time to maintain
compatibility with legacy hosts across the LAN.
