While backporting Vulkan-Loader to older Debian derivatives in the Steam
Runtime, I've found that I need to make backport-specific packaging
changes to how CMake files get installed, because some of the older
toolchains in the Steam Runtime are less good at making Vulkan-Headers
multiarch co-installable. This change isn't directly useful for Debian
because newer/better toolchains make it unnecessary.

However, I wanted to be able to verify that the changes I'll make aren't
causing a regression for users of CMake + Vulkan, so I wrote some new
test coverage. The new test coverage seems like something that could be
beneficial in Debian, to make sure that if the library's interface for
CMake users somehow regresses, that'll be detected.

for proposed patches to debian/tests/. They're currently marked as draft
because this bug number is missing, but I'll update the branch to add this
bug number when I receive it.
