To make a-v-qemu work out of the box in more cases, including yours.
60s is often not enough in non-accelerated emulation.

This is wrong: please re-read my previous reply.

Not having KVM is a well supported use case. Given that emulation is
slower than virtualization, more generous timeouts are needed.

Try it yourself:

1. disable kvm again
2. pass --timeout-reboot=300 to a-v-qemu
