While this looks reasonable to me, I wonder why this just now gets an issue,
but there has been no upload to dblatex recently ?
The last change to this file was 2020.

My best guess would be the latest upload of texlive, from the mid of July...

However, I'm unable to provide a detailed analysis, what change in texlive
might have caused this.


BTW: others are affected as well, like debian-refcard (#1143379) or
debian-reference (#1142909). They also fail with building French PDF.
