typo, it's librust-tiny-skia-0.12-dev not librust-tiny-skia-12-dev.

It's not just tiny-skia / tiny-skia-path. None of the librust-*
Build-Depends have appropriate version constraints to match the cargo
metadata.
That means any time there's a semver update, resvg's Build-Depends /
autopkgtest Depends will incorrectly state resvg can build with the new
packages, rather than showing as unsatisifed dependencies. This is the
same reason britney is failing to recognize that resvg has to migrate
with rust-tiny-skia / rust-tiny-skia-path.
