Dear Maintainer, With cinnamon desktop, if sysvinit is used, the default keyboard layout is 'us' - and the XKBLAYOUT setting in /etc/default/keyboard is ignored. To verify: change XKBLAYOUT in /etc/default/keyboard to another layout (such as 'es' or 'de'), then add a new user and log in. The new user will have a 'us' keyboard layout. With systemd, the new user will have the layout specified in /etc/default/keyboard.
