Package: golang-github-renekroon-ttlcache

This package has no reverse dependencies in Debian and no upstream v2
release since 2022.  New consumers will hopefully use the v3 branch,
which should be packaged separately for Debian if there is a need.
Thus, I don't think forky should ship with this package.  We can keep it
unstable for some time if there is a need for it.

It currently has a flaky test FTBFS causing testing migration blocking.
This could be fixed, but I think the better fix is to keep it out of
testing in the first place.
