Adds three main pieces of functionality to a MediaWiki instance:

* an interface to let a user choose a language
* input methods for entering text in different languages (e.g. screen
keyboards)
* built-in fonts to display content in various languages

I'm making this request on behalf of the wiki team.  Debian's wiki is moving
to MediaWiki, and includes content in many languages.  Translation headers
are currently maintained by hand on every page, so packaging this extension
will let us create a better reader experience with less author legwork.

The wiki migration should provide a good opportunity to test this package,
and the wiki team will presumably be an ongoing conduit for feedback,
but the MediaWiki packaging team should be the primary maintainers.
