I am guessing that none of the non-GTK desktops want gpaste installed by default. The Debian GNOME team did a bunch of work for Debian 13 to reduce what is included in the default app launcher. This adds 2 more items. gpaste is not an official GNOME app and it's not expected to be installed by default in typical GNOME installations.
