Package: sip-tester

Hi,

I'm one of the upstream SIPp maintainers. Please consider renaming the
sip-tester binary package to sipp, the name upstream and most other
distributions use.

sip-tester was a reasonable choice in 2005, when "sipp" was taken by
SIPP, the SImple Polygon Processor 3D library. That package was removed
from unstable on 2007-09-15 (RoQA; no users, #377925). Its last release
was etch, and Ubuntu last shipped it in gutsy. The name has been free
for almost 20 years.

Reasons to rename:

 * The package already ships /usr/bin/sipp and sipp.1; only the
   package name differs, so "apt install sipp" fails for most people.
 * Fedora, Alpine, Arch (AUR), Gentoo, nixpkgs and Homebrew all call it
   sipp. Upstream docs and CI examples then need a Debian-specific
   exception.
 * Old sipp was 3.1-11, below any current version, so there is no
   version clash.

A possible transition (the source package can stay sip-tester):

 * New binary package sipp with
     Breaks: sip-tester (<< 1:3.7.8-2~)
     Replaces: sip-tester (<< 1:3.7.8-2~)
 * sip-tester becomes a transitional dummy package (Section: oldlibs)
   that depends on sipp, and is dropped after forky.

Two related things you might fix while you're at it:

 * Homepage: SIPp moved to https://github.com/SIPp/sipp;
   sipp.sourceforge.net is no longer maintained.
 * The description says it is built "without openssl", so
   authentication is unsupported. But debian/rules configures with
   -DUSE_SSL=1, so TLS and authentication are in fact available.
