Bug#1150475: Installing neochat also installs systemsettings

[asciiwolf]

Package: neochat
Version: 26.04.3-2

Installing neochat results in a "systemsettings" package being installed as
well and "KDE System Settings" desktop entry added on a non-KDE system. This
is not correct.
