A small variation of b/: The localsearch package explicitly purges the
tracker-search state before installing its own symlinks.
I'm not sure how to do that, but I'd appreciate patches or merge
requests for this issue.

In preinst of localsearch if the conditions are right (it is being installed for the first time) just
rm -f /var/lib/dpkg/info/tracker-extract.postrm.

I did this multiple times in the past to work around this kind of issues and it really works...

I have not actually reviewed / tested the patch from
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1145117
but it seems related and might address this issue.

A somewhat related issue is https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=741496
