I'd like to be able to run exclusively a custom cluster, without running the system database cluster, and without having to configure it to be disabled. This is useful for custom database units with configuration of things like the data location, as well as for build-system tests and similar that want to spin up a dedicated database in a temporary directory for those tests. I'd love to have a package postgresql-bin I could install, depending on a versioned package postgresql-18-bin, which pulled in all the database binaries and *not* any of the system cluster configuration. The non-bin packages (e.g. postgresql / postgresql-18) could then depend on that package and add the system configuration atop it.
