Description : compiler, decompiler and checker for NXP QorIQ RCW images

qoriq-rcw is the command-line tool for the Reset Configuration Word
(RCW) of NXP QorIQ / Layerscape SoCs using PBI format 2 (LS1028A,
LS1088A, LS2088A, LX2160A), built on libqoriq-rcw (ITP #1152047).

It:

 - compiles RCW source files into the PBL images flashed on the boot
   medium
 - decompiles an image back to source that recompiles to the same
   bytes
 - checks an image the way the Service Processor does before running
it (--check). An image that the BootROM rejects can leave a board
silent after a reboot, it catches it before it is flashed

- Why is it useful? No package in Debian to compile, to decompile or
checks RCW images. qoriq-rcw does it from a Debian system, including
on the boards themselves (arm64), where the dump modes show what is
  actually running and flashed.

- Packaging: two binary packages. (1) qoriq-rcw, the tool and its man
page. (2) qoriq-rcw-data (Architecture: all), the .rcwi bitfield
definitions of the four SoC families, vendored unmodified from
  https://github.com/nxp-qoriq/rcw (Freescale/NXP, BSD-3-Clause), plus
symbolic register names for the LX2160A
The unit tests run during the build: an autopkgtest compiles an
LX2160A RCW with flow-control PBI against the installed .rcwi,
checks it, decompiles it, recompiles it and compares back the images.

- Maintenance: I am the upstream author and I will maintain the package
  myself at https://salsa.debian.org/vjardin/qoriq-rcw, of course
  co-maintainers are welcomed.
I am neither a Debian Developer nor a Debian Maintainer, so I am
looking for a sponsor, ideally the same one for both packages.

I am not subscribed to debian-devel, please keep Cc me.

Thank you,
  Vincent
