Bug#1071870: janus: run janus daemon as non-root?

I stumbled above the same, and do not see a good reason why it should 
run as root.

The service could also use some sandboxing.
I will eventually test a hardened variant run as "janus" service user, 
and could open a PR. However, there is no way to open a merge request, 
or even clone the repo on Salsa. What is the reason for this?
