libretro-beetle-psx regressed cross building. It now hard codes the
build architecture pkg-config and therefore fails locating required
libraries. I'm attaching a patch to make it substitutable in a way that
dh_auto_build substitutes. Please consider applying it and forwarding it
upstream.
