Please consider using Debian package version of the dependency rather than POM
version to generate version constraints in substvars.
The dependency is versioned only when the --has-package-version flag is
set. In this case netty-reactive-streams POM version doesn't match the
package version, so its --has-package-version flag is wrong and should
be removed.
