Occasionally I find myself modifying stuff in
/etc/resolvconf/resolv.conf.d/. However, when I do that, there's no
trivial method to regenerate /etc/resolv.conf without adding and then
deleting an interface.

Just running resolvconf (or possibly, running it with a special
option) should rebuild /etc/resolv.conf based on the information that
resolvconf already possesses.
