It is questionable what the default language for a docBook XNML document should be. E.g. I use "de_DE" as default locale but most of my Docbook documents are written in english. IMO one cannot deduce from the locale setting what language a document is written in. IMO it is more than good practice to use a "lang" attribute for DocBook XML documents.
