The NUT sub project for dealing with configuration is underway:

This will be a major change, and so is scheduled for NUT 2.2.
But it will solve the lack of default config files in /etc/nut (and
do/permit many other things).
Just to update you a bit, and see that I've not let this bug open
for nothing ;-)
