The restart/shutdown rights aren't managed by Xfce but via sudo. It uses xfsm-shutdown-helper which needs root rights to shutdown or reboot the machine. You only need to add your user rights to execute this command as root using sudo. Maybe it's debian-installer role to add the first user in sudoers. Or we could manage it via some install scripts via debconf, but I'm not really sure I want xfce4-session to depend on sudo.
