Subject: monotone: Editor does not default to /usr/bin/editor

When I checkin, I find myself using vi, even though I've configured
jed to be the default editor.  When the EDITOR and VISUAL environment
variables are unset, a Debian package should default to using
/usr/bin/editor as per Section 11.4 of the Debian Policy Manual.
