dpkg, apt-get, aptitude etc. are all in /usr/bin. They can be used by
non-root users to check the current status of packages, or with the
proper options to make them act in local directories. The same applies
to debfoster. You can check the keepers file as non-root with
"debfoster -a", or let it access a local keepers file with "debfoster -k
$HOME/.keepers" for example.

About the manual section, I can only quote the manpage of man:

       8   System administration commands (usually only for root)

Debfoster is a system administratrion command, and you usually run it as
root, so it is in the right place.
