When I make a new kernel with make-kpkg, the resulting .deb does not
have a dependency on module_init_tools, though this package is required.

I assume that this is only a matter of changing some obscure option
somewhere, but as I am probably not the only newbie who needs to build a
kernel, it would be a good idea if this could be handled automatically.
