This was an interesting header. Could it be that Cisco Application and Content Networking System is filtering the connection, and failing at it? I found <URL:http://www.cisco.com/en/US/products/sw/conntsw/ps491/index.html> while googling for that header. It explains what it is. Based on this, I am fairly confident that the problem is with your network setup, and not with the popcon service. I recommend you talk to your network providers, and ask them to find and fix the problem. I have no idea how to debug it.
