Hrm. The debian/control file says:

Depends: bacula-director-common (= ${Source-Version}), dbconfig-common,
mysql-client, ${shlibs:Depends}
Conflicts: bacula-director
Provides: bacula-director
Replaces: bacula-director
Recommends: mysql-server (>= 4.0)
So dbconfig-common is already depended upon. The generated .debs in
testing and unstable reflect that dependency, too.
I suspect something in your build for sarge was screwy. Perhaps you
even removed the dependency yourself?
