Well, my understanding is that was the standard behaviour in the past, but it is not anymore. An example of a package with a simillar dependence is mysql-server. If you look to mysql-server 4.0 and 4.1 the dependency is still there, but if you take a look to mysql-server-5.0 the dependence is now gone. That was in the result of a bug report like this one (sorry, I lack the link) and discussion about the issue.
