True but there's nothing to stop another reader being written and in
that case the depend from bible-kjv-data to bible-kjv would drag in
bible-kjv unnecessarily.

Not sure about that. bible-kjv will not do it's stuff without
bible-kjv-data but the other way around isn't true.
