Aha, perhaps the default config should include this line, or else the
README.Debian or the manual page should document that it can be used?

Preferably just add it to the default config and modify the manual page
to mention it in the "OTHER FILES" section. An alternative might be to
place it commented out in the default config and mention at the bottom
of the "OTHER FILES" section of the manual page something like this:

The following files are not loaded by default, please uncomment the
appropriate lines in the configuration if you wish to use them:

/var/lib/apt/lists/*_Sources
