Not really; I've seen errors of this nature before, and they ended up being
fixed in the dictionaries responsible, not in libpam-cracklib.

Agreed, which means that it's still a problem with update-cracklib rather
than libpam-cracklib; reassigning to cracklib-runtime, which provides
update-cracklib.
