A somewhat less ugly workaround is setting current_directory = / on the transport. I am currently (http://www.exim.org/mail-archives/exim-users/Week-of-Mon-20060814/msg00119.html) discussing this on the upstream mailing list whether having this in debian's default config would be desireable, and/or whether this might be suitable for the default config.
