This is to honor the fact that you can run exim4 without exim4-config and wouldn't be interested in NEWS.Debian entries that only belong to exim4-config, and that you are not interested in NEWS.Debian entries that only concern exim4-daemon-heavy if you're in fact running the light daemon.
apt-listchanges mishandles this case and doesn't display all NEWS.Debian entries. It should match NEWS.Debian files with a fingerprint (like md5sum) and not silently assume that all binary packages that are built from the same source have the same NEWS.Debian.
